This article aims to expose and analyze, in what way, the governments are based around certain notions of security, in order to legitimize their internal or external acts. Regarding the topic, there is a deep theoretical debate concerning the existing that they include in the concept on Security and its ramifications, including National Security Issues. In order to have a foundation of the above, two specific cases were analyzed: Cases of deportation of Colombian citizens on the Venezuelan border and the bombing of the Colombian Armed Forces in Angostura-Ecuador 2008. It was found that some governments have remained with the need for protection under a securitizing and clearly defensive / offensive approach. Moreover, it was evident that some governments apply different notions of security or they appeal to some types of need on security, to justify certain actions that are not always framed in Law.
El presente artículo tiene como objetivo, exponer y analizar, de qué manera los gobiernos se fundamentan en torno a unas determinadas nociones de seguridad para legitimar sus actos internos o externos. Respecto al tema, existe un profundo debate teórico en razón al concepto existente sobre Seguridad y sus ramificaciones, entiéndase que se incluye en éstas a la Seguridad Nacional. Para tener un fundamento de lo anteriormente expuesto, se analizó dos casos en concreto: Casos de deportación de ciudadanos colombianos en la frontera venezolana y el bombardeo de las Fuerzas Armadas de Colombia en Angostura-Ecuador 2008. Se encontró que los gobiernos de Colombia y Venezuela, se han mantenido con las necesidades de protección bajo un enfoque secularizador y netamente defensivo/ofensivo y se pudo evidenciar que, de igual manera, dichos gobiernos aplican distintas nociones de seguridad o apelan a unos tipos de necesidad sobre seguridad para justificar unas determinadas acciones que no siempre se encuentran enmarcadas en Derecho.
