This thesis aims to address the threat of bioterrorism considering as leading research question Why bioterrorism poses a threat to human security in Ecuador? and as a subsidiary question how a country like Ecuador protects the human security of its population against the threat of bioterrorism? The study period corresponds to 2001-2013 and the research is conducted through four chapters. In the first, the problem arises under study; the second, correspond to the theoretical framework where the foundations of neoliberal institutionalism are presented as conceptual aspects of security and the threat seen from the perspective of this theory are addressed; in the third, it comes to modern terrorism and bioterrorism; in the fourth, it responds to the main and subsidiary questions; and finally, conclusions and recommendations are presented.
La presente tesis tiene como objetivo abordar la amenaza del bioterrorismo planteándose como pregunta rectora de investigación ¿Por qué el bioterrorismo constituye una amenaza para la seguridad humana en el Ecuador? y como pregunta subsidiaria ¿Cómo un país como Ecuador protege la seguridad humana de su población frente a la amenaza del bioterrorismo? El período de estudio corresponde al de 2001-2013 y la investigación se desarrolla a través de cuatro capítulos. En el primero, se plantea el problema objeto de estudio; el segundo, corresponde al marco teórico donde se exponen los fundamentos del institucionalismo neoliberal al igual que se abordan los aspectos conceptuales de la seguridad y la amenaza vistos desde la perspectiva de dicha teoría; en el tercero, se trata al terrorismo moderno y al bioterrorismo; en el cuarto, se da respuesta a las preguntas principal y subsidiaria; y finalmente, se exponen las conclusiones y recomendaciones.
