The Politics of the Ecuadorian State with reference to International Cooperation and the assumption of competence by the Decentralized Autonomous Governments, gave the opening for local governments to assume this responsibility some with greater preparation than others. We have the case of Provincial Councils and Municipalities with vast experience and human contingent that facilitates the use of this tool for local development, on the other hand the medium and small Municipalities that have not managed to obtain the resources of the international cooperation to complement the efforts of the local planning In this context, the objective that we propose with this study is to analyze the Local System of International Cooperation, give guidance to the Municipal Government of how the cooperation actors prioritize their projects and create synergies among the partners that result in a coherence of policies and interventions aligned to Territorial planning.
La Política del Estado Ecuatoriano con referencia a la Cooperación Internacional y la asunción de la competencia por parte de los Gobiernos Autónomos Descentralizados, dio la apertura para que los Gobiernos locales asuman esta responsabilidad unos con mayor preparación que otros. Tenemos el caso de Consejos Provinciales y Municipios con vasta experiencia y contingente humano que facilita el aprovechamiento de esta herramienta para el desarrollo local, por otro lado los Municipios medianos y pequeños que no han logrado que los recursos de la cooperación Internacional complementen los esfuerzos de la planificación local. En este contexto el objetivo que nos planteamos con el presente estudio es analizar el Sistema Local de Cooperación Internacional, dar orientación al Gobierno Municipal de como los actores de la cooperación priorizan sus proyectos y crear sinergias entre los socios que devengan en una coherencia de políticas e intervenciones alineadas a la planificación Territorial.
