The research theme of this thesis refers to the public policies of protection and justice present in the National Plan for Good Living 2013-2017, for Colombian refugees in Quito. Gender is the transversal axis of this work, seeking to analyze the attention received in the administration of justice by Colombian refugee women in the city of Quito, during the period 2013-2017. The thesis develops the international and national framework of human rights, focusing on the analysis of gender mainstreaming and the right of access to justice in the National Plan for Good Living. The conduct of interviews, focus groups, surveys and samples includes the perception of the possibilities of real exercise of the right to access to justice for Colombian women living in Quito who are victims of gender violence.
El tema de investigación de la presente Tesis se refiere a las políticas públicas de protección y justicia presentes en el Plan Nacional del Buen Vivir 2013-2017, para las refugiadas colombianas en Quito. El género es el eje transversal de este trabajo, buscando analizar la atención recibida en la administración de justicia por parte de las mujeres refugiadas colombianas en la ciudad de Quito, durante el período 2013-2017. La tesis desarrolla el marco internacional y nacional de derechos humanos, enfocándose en el análisis de la transversalidad de género y el derecho de acceso a la justicia en las distintas versiones del Plan Nacional del Buen Vivir. La realización de entrevistas, grupo focal (focus group), encuestas y muestras recoge la percepción sobre las posibilidades de ejercicio real del derecho de acceso a la justicia de las mujeres colombianas residentes en Quito que son víctimas de violencia de género.
