This research analyzes the dysfunction of the Andean Community since the 1990s onwards, when the globalization spread in the Andean region. This paper takes into account the recurrent crisis events of this process of regional integration. First, the Critical Political Economy and the World Order Approach, whose main representatives are Robert Cox, Andrew Gamble y Anthony Payne, allows this research to achieve this purpose. Second, in order to accomplish its main objective, this document looks at the evolution of the process of regional integration in the Andean region before and after 1990 from an empirical scenario, which is composed of three variables, such as; the harmonization of policies, the institutional structure, and its internal conflicts. Finally, in a quantitative way, this research analyzes intra-community trade flows of the Andean Community since 1990 to 2008, so that it achieves its central purpose.
Esta investigación busca analizar si el bloque andino de integración continúa siendo funcional en un contexto de globalización desde la década de 1990, tomando en consideración su ambiente interno matizado por recurrentes eventos de crisis. Para ello, se utiliza un marco teórico conformado por la economía política internacional crítica, cuyo referente fundamental es Robert Cox, y el enfoque teórico del orden mundial, elaborado por Andrew Gamble y Anthony Payne. Con este propósito, este trabajo de investigación estudia la evolución del bloque andino antes y después de 1990 desde un escenario empírico, conformado por tres variables: la armonización de las políticas referente al arancel externo común y al control sobre los capitales extranjeros, la estructura institucional y los conflictos internos. Finalmente, de forma cuantitativa, esta investigación analiza los flujos de comercio intracomunitario de la Comunidad Andina desde 1990 a 2008 con la finalidad de alcanzar su propósito central.
