Description

The present research proposes implement a “Geographical Viewer for the Public Consultation of the Immovable Property Belonging to Cultural Heritage of the city of Riobamba, province of Chimborazo”. By applying Geographic Information System, SIG web platform, files given by Direction of Patrimony Management and Information from Ecuadorian Cultural Heritage Information System of INPC. The viewer structure begins with inventory consolidation, for which it will be used: the declaratory file, registry and inventory records, plans, cartography, cadastral files and orthophotographs. After, the design of the viewer applying a conceptual process, the development of the database and the construction of the product. Finally, the installation of the geographic viewer, specifying the acquisition of methods, equipment and systems, installation of hardware and software, training of staff, the diffusion of the geographical viewer, and continuous support. The intention is to consolidate this geographical viewer as a tool for the dissemination and identification of immovable property, at the service of the administrative entity and in the population in general, so that interested citizens can consult the ownership of a property to the Cultural Heritage of Riobamba, through direct observation of the map and / or access with the cadastral key of the property. Also, the tool will allow you to download the inventory tab and the official certification where it is mentioned that the property is part or not of the inventory. These actions would replace the days it takes this process for about 15 minutes of searching the geographic viewer.
La presente investigación propone implementar un “VISOR GEOGRÁFICO PARA LA CONSULTA PÚBLICA DE LOS BIENES INMUEBLES PERTENECIENTES AL PATRIMONIO CULTURAL DE LA CIUDAD DE RIOBAMBA, PROVINCIA DE CHIMBORAZO”, mediante la aplicación de Sistemas de Información Geográfica, plataformas SIG web, archivos facilitados por la Dirección de Gestión de Patrimonio del GADMR y la información del Sistema de Información del Patrimonio Cultural Ecuatoriano del INPC. La estructura del visor empieza con la consolidación del inventario, para lo que se utilizará: el expediente de declaratoria, fichas de registro e inventario, planos, cartografía, fichas catastrales y ortofotografías. Después, se diseñará el visor aplicando un proceso conceptual, el desarrollo de la base de datos y la construcción del producto. Por último se plantea realizar la instalación del visor, especificando la adquisición de métodos, equipos y sistemas, la instalación de hardware y software, el entrenamiento al personal, la difusión del visor geográfico, y el soporte continuo. Se pretende consolidar este visor geográfico como una herramienta para la difusión e identificación de los bienes inmuebles patrimoniales, al servicio de la entidad administrativa y a la población en general, para que los ciudadanos interesados puedan consultar la pertenencia de un inmueble al Patrimonio Cultural de Riobamba, mediante la observación directa del mapa y/o el acceso con la clave catastral del bien. Además, se podrá descargar la ficha de inventario y la certificación oficial donde se mencione que el inmueble forma parte o no del inventario. Estas acciones reemplazarían los días que dura este proceso por aproximadamente 15 minutos de búsqueda en el visor.
