Calidad educativa: percepciones y expectativas en escuelas de la nacionalidad Tsa?chila

La calidad educativa en Ecuador se rige por est?ndares de calidad formulados por el Ministerio de Educaci?n para medir la capacidad de los actores educativos para contribuir al funcionamiento eficaz del Sistema Nacional de Educaci?n. No obstante, el Sistema de Educaci?n Intercultural Biling?e apunta hacia un tipo de educaci?n que atiende las necesidades culturales, ling??sticas y sociales de los pueblos y nacionalidades del pa?s. Tales necesidades son generalizadas y, en comparaci?n con los Est?ndares de Calidad Educativa, distan de la realidad de cada nacionalidad, de modo que el proceso educativo desestima sus intereses educativos con pertinencia cultural y ling??stica. Para que ello no ocurra, es preciso conocer qu? elementos conforman el ideal de educaci?n de estos pueblos originarios. De ah? que el objetivo de este estudio fue analizar las percepciones y expectativas que tienen los actores socioeducativos respecto a la calidad de la educaci?n en las instituciones educativas comunitarias interculturales biling?es presentes en las comunidades tsa?chila. Bajo un enfoque cualitativo y la aplicaci?n de t?cnicas como el grupo focal y la entrevista semiestructurada con l?deres educativos, docentes, padres de familia y estudiantes de siete instituciones educativas de la nacionalidad Tsa?chila, del an?lisis de las percepciones y expectativas de estos actores educativos, se destac? que, m?s all? de una contraposici?n de nociones entre el Estado y los miembros de esta nacionalidad sobre la calidad educativa, son las decisiones pol?ticas del primero las que obstaculizan principalmente alcanzar una educaci?n de calidad, principalmente por la d?bil asignaci?n de recursos al sector educativo. Educational quality in Ecuador is governed by quality standards formulated by the Ministry of Education to measure the capacity of educational actors to contribute to the effective functioning of the National Education System. However, the Bilingual Intercultural Education System aims to a type of education which attends the cultural, linguistic and social needs of the country's peoples and nationalities. Such needs are generalized and, in comparison with the Educational Quality Standards, they are far from the reality of each nationality, so that the educational process dismisses their educational interests with cultural and linguistic relevance. To avoid this to happen, it is necessary to know what elements make up the ideal of education of these original peoples. Hence, the objective of this study was to analyze the perceptions and expectations that socio-educational actors have regarding the quality of education in the bilingual intercultural community educational institutions present in the Tsa'chila communities. With a qualitative approach and the application of techniques such as the focus group and the semi-structured interview with educational leaders, teachers, parents and students of seven educational institutions of the Tsa'chila nationality and the analysis of the perceptions and expectations of these educational actors , it was highlighted that, beyond a contrast of notions between the State and the members of this nationality on educational quality, it is the political decisions of the former that mainly hinder achieving quality education, mainly due to the weak activation of resources to the education sector.
