On 14th August 2015 a phreatic explosion of Cotopaxi Volcano in Ecuador (one of the world?s highest active volcano) uncover the urgent need of proactive disaster risk reduction strategies in order to adequately respond in the case of a catastrophic event. Urban disaster risk governance and resilience planning have emphasized that disaster risk reduction (DRR) strategies are effective depending on how they are driven locally, how they involve communities at risk and other stakeholders, and how they are integrated into planning. This research is a contribution to understand the challenges in the implementation of new governance systems for spatial planning and urban resilience. In this sense, the county of Rumi?ahui is analysed as case study, as it is one of the potentially more affected localities in the case of a Cotopaxi great explosion, due to its high levels of urbanization.
