This dissertation studies the existing integration projects in the post-hegemonic wave of regionalism in South America, including those from the past waves of regionalism that remain active until the present days, with the purpose of knowing whether there are the necessary conditions to develop regional social policies (particularly health). After the revision of the relevant literature on the subject, the conditions of three regional projects are analyzed and compared. This analysis include one project of the old regionalism wave, the Andean Community of Nations (CAN); a project of the new regionalism wave, the Common Market from the South (MERCOSUR) and; a project of the wave of post-hegemonic regionalism, the Union of South American Nations (UNASUR). Three conditions are taken into account in order to determine whether regional social policies can be developed: (1) willingness, (2) acceptance and (3) capacity. The cases selected for this dissertation are considered the most representative of each wave and are also characterized for their relevant performance in the areas of social and health policies in South America. This investigation concludes by identifying the need for future researches on health and integration policies and argues that integration projects does not fulfill the necessary conditions for the development of effective regional health policies. .
