El Ecuador es un país que ha pasado por diferentes procesos de movilidad humana en la cual las olas migratorias a las cuales ha tenido que hacer frente han ido mutando constantemente de acuerdo a las condiciones políticas, económicas y sociales del país, el Estado ecuatoriano ha pasado de ser un país tendiente a tener únicamente migración de salida a convertirse en un país receptor de migrantes, sin embargo habido un tipo de migración a la cual tanto el gobierno como la academia no le ha prestado la atención necesaria, esta es la denominada Migración de Retorno, las políticas públicas instauradas en el Ecuador raíz de la promulgación de la Constitución garantista del 2008, han resultado insuficientes para dar respuestas a las diferentes problemáticas que surgen en los procesos migratorios, sobre todo cuando se trata de la reinserción de migrantes que han decidido regresar de forma voluntaria al Ecuador, el presente trabajo pretende analizar la problemática de la migración, resaltando las diferentes olas migratorias que se han presentado en el Ecuador, haciendo hincapié en la migración de retorno y visibilizando la eficacia de la respuesta que ha dado el Estado ecuatoriano en base a la normativa infra y supra constitucional tendiente a precautelar los Derechos Humanos este grupo poblacional y de sus familias.

Nevertheless, there is a type of migration to which both the government and academia have not paid the necessary attention, this is the so-called Return Migration, the public policies established in Ecuador following the enactment of the Constitution of 2008, have been insufficient to respond to the needs of migrants, The public policies established in Ecuador following the enactment of the 2008 Constitution have been insufficient to provide answers to the different problems that arise in the migration processes, especially when it comes to the reintegration of migrants who have decided to return voluntarily to Ecuador, this paper aims to analyze the problem of migration, highlighting the different migratory waves that have occurred in Ecuador, emphasizing the return migration and making visible the effectiveness of the response given by the Ecuadorian State based on the infra and supra-constitutional regulations aimed at protecting the human rights of this population group and their families.
