El siguiente trabajo de investigación presenta una GUÍA DE PLANIFICACIÓN PRESUPUESTARIA PARA EL AÑO 2016 a la Gobernación de Morona Santiago, basada en el análisis de la cédula presupuestaria del año 2013, su cumplimiento, su ejecución y evaluación al final del año fiscal.\nEste análisis, identifica la incidencia que tiene la falta de un proceso y planificación del presupuesto en la autonomía de la unidad financiera.\nRazón por la cual, se propone la presente Guía, misma que proyecta, ejecuta y evalúa con certeza el proceso presupuestario, con metas y objetivos institucionales que garanticen una planificación adecuada, sistematizada, controlada y ejecutada en base a los tiempos establecidos; incluyendo asimismo el análisis de una matriz FODA, que permitirá elaborar un estudio estratégico en el que se identifiquen las fortalezas, oportunidades, debilidades y amenazas de la entidad.\nLa presente Guía expuesta, cumple además lo que establece el Plan Nacional del Buen Vivir, con relación a la programación y ejecución del presupuesto general del Estado, debido a que la información y datos que se hayan establecido en la planificación, servirán como guía para la realización de la Programación Anual y Plurianual de la Política Pública, requisito obligatorio que establece la SENPLADES para las instituciones del sector público en cuanto al presupuesto.
The following research work presents a budgetary planning guide budget for the year 2016, governing of Morona Santiago province, based on the analysis of the 2013 governing decree, honouring, implementation and evaluation at the end of the fiscal year.\nThis analysis identifies the impact has the lack of a budgetary planning has on the autonomy of the financial unit.\nReason by which this guide is proposed document that projects, executed and evaluated with certainty the budgetary process, with institutional goals and objectives that guarantee, systematic, controlled and executed proper planning based on the time set; also including a FODA analysis matrix, which will develop a strategic study in which the strengths, weaknesses, opportunities and threats of the organization are identified.\nThis guide exposed, also fulfills the provisions of the National Plan for Good Living,(El buen vivir) regarding programming and implementation of the general budgetary of the State, because the information and data that have been set in the planning, will serve as a guide for realization of the annual and multiannual program for Public Policy, which establishes mandatory requirement SENPLADES for public sector institutions on budgetary.
