Frente a la gran necesidad de fortalecer a la parroquia Santa Susana de Chiviaza sobre la administración de los recursos económicos apoyados por el Gobierno Central, se procedió a realizar un análisis del presupuesto, el mismo que debe apegarse a los lineamientos de cada una de las instituciones públicas con la finalidad de conocer la eficiencia y eficacia en el uso y empleo de los recursos asignados para cumplir las metas y objetivos que apunta esta institución siempre pensando en el verdadero cambio has los ejes del Plan del Buen Vivir del entorno natural y social de la parroquia.\nPara el desarrollo de este proyecto investigativo de tesis se ha precedido a emplear técnicas y metodologías de investigación cualitativa como es la entrevista y cuantitativas como es el presupuesto anual, cedulas presupuestaria de ingresos y gastos, estado de ejecución presupuestaria de ingresos y gastos del año 2016 y 2017.\nDentro de esta investigación de la evaluación de la gestión presupuestaria en los distintos ámbitos de la distribución del presupuesto de la parroquia Santa Susana de Chiviaza concluimos que existen algunas áreas que se debe fortalecer de manera prioritaria en el tema de planificación, planteamiento y cumplimiento de metas, alternativas de evaluación y auto-evaluación de los resultados frente a la ejecución del presupuesto en cada una de las comunidades.\nComo alternativa de solución para mejorar y corregir las debilidades y posibles amenazas encontradas en esta investigación se propone métodos para mejorar los procesos de evaluación, determinar responsabilidades y mejorar la capacidad de respuesta del GAD Parroquial de Santa Susana de Chiviaza frente a las propuestas presentadas por las organizaciones de la parroquia, priorizando las necesidades emergentes en los programas y proyectos a plasmar en la planificación de las actividades anuales a realizar durante el año fiscal de administración, con el uso eficiente y eficaz de los recursos y así propiciar un ambiente adecuado para el desarrollo de la población y mejorar su calidad de vida a través de una óptima gestión pública.
Faced with th e great need to strengthen the Parish of Santa Susana de Chiviaza on the administration of the economic resources supported by the central Government, an analysis of the budge was carrried out, which must adhere to the guidelines of each of the public institutions in order to know the efficiency and effectivensess in the use and allocation of the resources assigned tomeet the goals and objetives that this institution aims always thinking about the true change has the axes of the Plan del Buen Vivir of the natural and social environment of the parish. For the development of this thesis research project has been preceded to employ techniques and methodologies of qualitative research such as interview and quantitative as is the annual budget, income and expenditure budgets, butget of execution status of income and expenditure for the year 2016 and 2017. Within this investigation of the evaluation of budgetary management in the different areas of the distribution of the budget of the Santa Susana de Chiviaza parish, we conclude that tthere are some areas that should be strengthened as a priority in the plenning setting and fulfillment of goals, alternative evaluation and self-evaluation of the results faced with the execution of thebudget in each of the communities. As an alternative solution to improve and correct the weaknesses and possible threats found in this research, we propose methods to improve evaluation processes,determine responsibilities and improve the response capacity of the Autonomus Decentralized Parochial Government of Santa Susana de Chiviaza against the proposals presented by the orgatinizations of the parish, prioritizing the emergent needs in the programs and projects to be reflected in the planning of the annual activities to be carried out during the fiscal year of administration, with the efficient and effective use of the resourse and thus propitiate an adequate environment for the development of the population and improve their quality of life through optimal public management.
