Presupuesto participativo como sistema de participación ciudadana para articular a la ciudadanía con el GAD Parroquial Rural de Cutuglagua

Los Gobiernos Autónomos Descentralizados parroquiales, cantonales y provinciales deben formar, organizar comités de trabajo que interactúen con la ciudadanía, para que las acciones, objetivos y presupuestos sean asignados equitativamente y de acuerdo a prioridades sociales expuestos por la ciudadanía. En el Ecuador, la participación ciudadana es un objetivo del Plan Nacional de Desarrollo (PND) y un derecho ampliamente desarrollado en la Constitución de la República del Ecuador. La institucionalidad en la parroquia de Cutuglagua es vulnerable, porque, la administración no cuenta con objetivos a corto, media y largo plazo, estructura organizacional y un sistema que garantice la participación ciudadana en la toma de decisiones y asignación de recursos para obras según su prioridad. Con el sistema de participación ciudadana para implementar el Presupuesto Participativo busca integrar, orientar, informar, asignar y auditar los recursos que se utiliza para la ejecución de obras. Además, se busca que la población confíe en las autoridades de turno, gracias a la transparencia, cogestión con mecanismos que emite el sector público. La metodología utilizada es la observación, descriptiva que se obtuvo al aplicar las encuestas a los dignatarios del Gobierno Autónomo Descentralizado Parroquial Rural y a la ciudadanía. En la investigación se evidencia que existen reuniones o convocatorias, pero la asistencia de las personas es mínima. Por esta razón se propone las fases para un sistema de participación ciudadana para realizar un presupuesto participativo.
The Decentralized Parochial, cantonal and provincial Autonomous Governments must form, organize work committees that interact with the citizens, so that the actions, objectives and budgets are allocated equitably and according to social priorities exposed by the citizens. In Ecuador, citizen participation is an objective of the National Development Plan (NDP) and a right widely developed in the Constitution of the Republic of the Ecuador. Institutionally the parish of Cutuglagua is vulnerable, because, the administration does not have short, medium and long term objectives, organizational structure and a system that guarantees citizen participation in decision making and allocation of resources for works according to their priority. With the citizen participation system seeks to implement the Participatory Budget wanting to integrate, guide, inform, allocate and audit the resources used for the execution of the works. In addition, the population is expected to trust the elected authorities, thanks to transparency, co-management with mechanisms issued by the public sector. The methodology used is the observation and description, obtained when applying the surveys to the dignitaries of the Gobierno Autónomo Descentralizado Parroquial Rural and to the citizens. The investigation shows that there are meetings or calls, but the attendance of people is minimal. For this reason we propose the phases for a citizen participation system to make a participatory budget.
