El documento, contribuye al desarrollo de la parroquia rural de Rumipamba en el tema de presupuesto participativo relacionando a la participación ciudadana, en el diagnostico actual del Gobierno Autónomo Parroquial Rural de Rumipamba, se realiza un estudio observacional, para las autoridades que administran la institución se efectúa entrevistas, a los ciudadanos del sector se desarrolla encuestas, con el objeto de deducir los procedimientos actuales e identificar las mejores alternativas. Para regular todas las actividades del proceso se propone un Reglamento con las normativas vigentes en el Ecuador, guiando las diferentes fases del proceso del presupuesto participativo que legalice un cambio de participación entre las autoridades con la ciudadanía para promover el desarrollo sustentable, la redistribución equitativa de los recursos y un desarrollo sostenible del sector. Es necesario crear mecanismos de participación y canales de comunicación que permitan a los ciudadanos expresar sus necesidades, generar ideas que se conviertan en obras, programas o proyectos de inversión que cubran las necesidades básicas insatisfechas, para ser los principales beneficiarios directos de los productos y servicios públicos. La gestión institucional se empodera y se fortalece por la cooperación ciudadana directa, en articulación con asociaciones e instituciones del Estado, al compartir el proceso de deliberar, decidir que obras y servicios ejecutar con una parte de los recursos públicos.
This paper is a contribution to the development of the rural parish Rumipamba in the area of participative budget, with the help of engaged citizenship. For the diagnosis of the current situation of the institution, it was carried out an observational study, interviews to the authorities that lead the institutions, and surveys to the dwellers of the area, in order to understand the current proceedings and identify the best alternatives. To regulate all the activities of the process, it is proposed to create Regulations adapted to the current laws of Ecuador, leading the different stages of the participative budget, one that legalizes the change of the participation of the authorities with the citizenship, in order to promote the sustainable development of the sector, and the equitable redistribution of the resources. It is fundamental that the citizens speak up through the media and mechanisms of popular participation in order to express their needs, generate ideas that can turn into community projects that cover unsatisfied basic needs, so they can be the principal direct beneficiaries of public products and services. This participation helps the community to empower and strengthen the administration, to know the Works carried out within the rural parish; therefore, they can learn how to request works and projects that benefit their community, learn to manage the processes the government have for the elaboration of participative budgets with the contribution of the community, associations and Governmental entities.
