El objetivo esencial de la presente investigación fue diagnosticar el cumplimiento de las responsabilidades jurídicas del G.A.D. Municipal en la depuración de las aguas residuales de la parroquia Zumbahua, cantón Pujilí. Se consideró imprescindible dar respuesta a un problema que se ha convertido en un nudo crítico en la administración municipal; la inobservancia de las competencias municipales en el saneamiento ambiental en la parroquia objeto de estudio ha generado un impacto social y ambiental que requiere urgente remediación. En el desarrollo del proyecto se utilizaron métodos de investigación como: el análisis en la presentación de resultados de las encuestas, la síntesis en las conclusiones; el estadístico en la presentación de los resultados de la investigación y el científico en la elaboración del informe final. Los resultados del proceso investigativo revelaron la necesidad que el gobierno municipal elabore y ponga en vigencia de manera urgente una ordenanza municipal reguladora del vertido de aguas residuales y su depuración; así como la regulación administrativa, financiera e infraestructura de la Empresa Municipal de Agua Potable y Alcantarillado, como entidad responsable del saneamiento en la parroquia urbana y las parroquias rurales del cantón Pujilí.
The essential objective of the present investigation was to diagnose the fulfillment of the legal responsibilities of the Municipal “GAD” in the wastewater treatment of the Zumbahua parish, Pujili canton. It was considered essential to respond to a problem that has become a critical node in the municipal administration; the failure to observe municipal competences in environmental sanitation in the parish under study has generated a social and environmental impact that requires urgent remediation. In the development of the project, research methods were used such as: the analytical method in the presentation of survey results, the summarizing one in the conclusions; the statistical one in the presentation of the research results and the scientific one in the preparation of the final report. The results of the investigative process revealed the need for the municipal government to draft and urgently enforce a municipal ordinance regulating the discharge of wastewater and its purification; as well as the administrative, financial and infrastructure regulation of the Municipal Company of Potable Water and Sewerage, as an entity responsible for sanitation in the urban parish and rural parishes of the Pujili canton.
