Propuesta de una modalidad de gestión para el manejo del Bambusario Municipal del Gobierno Autónomo descentralizado del cantón el Chaco

Description

El Bambusario municipal de El Chaco es un espacio que posee características intrínsecas únicas generadas principalmente de la planta bambú, la cual es capaz de generar múltiples beneficios ambientales, sociales y económicos, estos últimos como resultado de su comercialización y en su relación con la actividad turística. Ante esta situación, en la presente tesis se propone una modalidad de gestión para que el GAD Municipal de El Chaco en observancia a sus atribuciones, pueda asumir la administración de este espacio. Para cumplir con lo propuesto se llevó a cabo una investigación cuantitativa de tipo descriptiva, utilizando el método hipotético-deductivo para lo cual fue necesario recabar información a través de encuestas, entrevistas, textos, artículos científicos, experiencia de otros GAD's, normativa legal vigente en el país, entre otros. Es así que la modalidad de gestión que finalmente se propone para el Bambusario es la denominada Cogestión con la Comunidad, misma que compromete a la comunidad local en su manejo, para lo cual se define un direccionamiento estratégico, una estructura organizacional, las posibles actividades a desarrollar en el Bambusario, etapas, responsables y tiempo de gestión, compromisos y beneficios de las partes, un presupuesto estimado y el financiamiento del mismo
The municipal Bambusario of El Chaco is a space that has unique intrinsic characteristics generated mainly from the bamboo plant, which is capable of generating multiple environmental, social and economic benefits, the latter as a result of its commercialization and its relationship with tourism. In view of this situation, in the present thesis a management modality is proposed so that the Municipal GAD of El Chaco, in observance of its attributions, can assume the administration of this space. In order to comply with the proposal, a descriptive quantitative research was carried out, using the hypothetical-deductive method, for which it was necessary to collect information through surveys, interviews, texts, scientific articles, experience of other GAD´s, current legal regulations in the country, among others. Thus, the management modality that is finally proposed for the Bambusary is the so called Co-Management with the Community, which commits the local community to its management, for which a strategic direction, an organizational structure, possible activities are defined. The development of the Bambusary, its stages, the responsible and management time, commitments and benefits of the parties, an estimated budget and the financing thereof
