El presente proyecto de investigación consiste en la elaboración de un Manual de Gestión por Procesos en el Departamento de Administración de Nómina de la Dirección General Financiera de la Universidad Central del Ecuador, con el objetivo principal de optimizar el servicio que ofrece el Departamento; propuesta que permitirá alcanzar a corto plazo beneficios a favor de los docentes, empleados, trabajadores, al departamento a la Dirección General Financiera y a la Institución. El Manual de gestión se elaborará empezando por definir la misión y la visión del Departamento. Luego, se realiza un análisis comparativo interno de la organización para identificar las fortalezas y amenazas, seguido de un análisis teórico conceptual y legal externo para fortalecer las debilidades del Departamento de Nómina, cuya principal debilidad radica en no poseer políticas y un marco legal específico como guía de gestión administrativa en los diferentes procesos que presta.
The present research project consists of the elaboration of a Manual of Process Management in the Department of Payroll Administration of the General Financial Department of the Central University of Ecuador, with the main objective of optimizing the service offered by the Department; proposal that will allow short-term benefits to be achieved in favor of teachers, employees, workers, the department to the General Finance Department and the Institution. The Management Manual will be developed starting with defining the Department's mission and vision. Then, an internal comparative analysis of the organization is carried out to identify the strengths and threats, followed by an external conceptual and legal theoretical analysis to strengthen the weaknesses of the Payroll Department, whose main weakness lies in not having policies and a specific legal framework as Administrative management guide in the different processes it provides.
