El trabajo de titulación presenta la implementación de un aplicativo web para publicación de impuestos prediales y notificación automática de cartera vencida para el Gobierno Autónomo Descentralizado De Jipijapa; el proyecto posee un enfoque deductivo, puesto que se parte de la premisa que es obligación de los Gobiernos Autónomos el cobrar impuestos prediales, para enfocarlo en el GAD Jipijapa. Se aplicó metodología cualitativa puesto que no se obtuvieron resultados cuantificables, la recopilación de información se la realizó con la observación in situ y entrevistas a funcionarios de la institución; con el análisis de las entrevistas y de la tabla de observación se diagramo el proceso de recaudación de impuestos prediales y la interacción que tienen los usuarios con los sistemas existentes, de esta manera se pudo identificar las tablas de la base de datos necesarias para obtener información; el desarrollo del aplicativo se lo elaboró utilizando la metodología ágil programación extrema debido a que el tiempo de entrega del aplicativo era muy limitado, se seleccionó Laravel como framework para el backend y a vuejs como framework para el frontend, para la base de datos se utilizó MySQL. La implementación del aplicativo permitió reducir los tiempos de permanencia en cola de los contribuyentes debido a que estos conocen los valores a cancelar y acuden a la ventanilla Municipal con el único propósito de pagar. El personal encargado de atender en ventanilla ejecuta sus funciones más rápidamente porque ya no tienen la necesidad de informar, solamente la de recaudar.
This investigative project presents the implementation of a web application that publishes property taxes and provides automatic notifications of due payments for the Decentralized Autonomous Government of Jipijapa; this project has a deductive approach due to it been based on the premise that is the Autonomous Government's obligation to collect property taxes since it is part of Jipijapa's public income. Qualitative methodology was applied since no quantifiable results were obtained, the information was gathered through on-site observation and interviews with the institution's authorities. The designing of the processe diagrams for collecting said taxes by the autonomous government and user interaction was made posible by analyzing the interviews and the observation tables and thus it was possible to identify the necesary database tables with said diagrams; The application's development achived by using the Extreme Programming Agil methodology because the application's delivery time was very short, Laravel was selected as a framework for the backend and vuejs as a framework for the frontend, for the database MySQL was used . The implementation of the application made it possible to reduce the time spent in the taxpayers' queue because they know the values to be paid and go to the Municipal window with the sole purpose of paying. The personnel in charge of attending the window perform their duties more quickly because they no longer have the need to inform, only to collect.
