Análisis de la crisis carcelaria en Ecuador y recomendaciones sobre el sistema penitenciario Chileno.

El objeto de esta investigación va enfocado en el análisis profundo y conceptual de las principales causas que han generado la llamada crisis carcelaria en Ecuador, pues en la actualidad las cárceles no cumplen con su objetivo de resguardar y resocializar a las personas que han sido privadas de su libertad, esto debido a la mala administración del sistema penitenciario provocando a su vez; hacinamiento, sobrepoblación, corrupción, violencia , entre otras problemáticas que impiden el correcto funcionamiento de la rehabilitación social y el desarrollo de los derechos humanos de las personas privadas de libertad. A través de este análisis se buscará soluciones que coadyuven a la erradicación de las problemáticas mencionadas ut supra, para esto se realizará una comparación con el sistema penitenciario de Chile, puesto a que es el país latinoamericano que ocupa el segundo lugar en la lista de las naciones con menor sobrepoblación carcelaria y con un porcentaje del solo el 30% de hacinamiento entre todos los países de la región. De esta comparación se desprenderán las medidas que hacen que el sistema penitenciario chileno despunte entre los demás, y se planteará su posible aplicación en Ecuador para un mejor resultado en su administración carcelaria.
The objective of this investigation is focused upon the critical analysis of the main reasons that have provoked the so-called Jail Crisis in Ecuador. At the moment, jails do not comply with the objective of safeguarding and resocializing people stripped of their liberty, this being due to the apalling administration of the penitentiary system, therefore producing; overcrowding, overpopulation, corruption, violence and a plethora of other problems that hinder the proper functioning of social rehabilitation and the development of incarcerated individuals human rights. It is throughout this analysis that solutions which will strive towards the erradication of the aforementioned problems and inconveniences will be found, in order to accomplish this, a comparison with Chile's penitentiary system will be conducted, due to the fact that it's the Latin American country that occupies second place in the list of nations with least jail overpopulation with a mere 30% of overcrowding amongst all countries in the region. It is from this comparison that the measures and alternatives that make Chile's penitentiary system superior amongst others will be demonstrated, and it will be argued whether it is possible to implement them in Ecuador, in order to obtain better results in the penitentiary administration.
