Encuentros presidenciales Ecuador-Perú. Análisis de los proyectos sociales “Beca de la Amistad” y “Estatuto Migratorio Permanente”

In this paper work I am going to make a particular analysis regarding commitments on social aspects the people of two neighboring countries benefit mutually. The policies enacted aim to ease off the financial burdens of students’ population on one side and on the other alleviates uncertainties of living illegally in a foreign country. The governments of Ecuador and Peru agreed to in joint effort sign two important policies which as I mentioned before will benefit the people residing in either of these two countries. These two foreign policies are: the "Friendship Scholarship" and the "Permanent Immigration Status". Similarly, a general survey was conducted on the basis of the Peace Agreements of Brasilia for the period of 1998 to 2006 just prior getting into office President Rafael Correa. As a second step a comprehensive analysis is done based on the realization of the presidential meetings, and the influence they have had in the implementation of these binational commitments. Finally a specific study was done on of these two cases: the "Friendship Scholarship" and the "Permanent Migratory Statute” which thru bibliographies, interviews and Presidential registries gave me an evaluation position of the advances and difficulties of these two agendas. It is very important to mention that many of the commitments did not give the expected results because of the many problems that now are known and consequently affect the proper course of these two agendas. The main inconveniences in the execution of this work of definition were to verify if the presidential meetings actually did influence on the proper application of these two foreign affairs agendas: the "Friendship Scholarship" and the "Permanent Migratory Statute”. The outcome of this investigation demonstrates that there exist a number of difficulties that arise from various sources which basically difficult the correct start of the two projects headed by Ecuador and Peru.
En el presente trabajo nos centraremos en el análisis de los compromisos sociales “Beca de la Amistad” y “Estatuto Migratorio Permanente” a partir del desarrollo de los Encuentros Presidenciales entre el Ecuador y el Perú. Del mismo modo se realizó un estudio general a partir los Acuerdos de Paz de Brasilia de 1998 hasta el año 2006, etapa anterior a la entrada del presidente Rafael Correa al poder. Como segunda etapa se realizó un análisis general a partir de la realización de los Encuentros Presidenciales, y la influencia que estos han tenido dentro de la puesta en marcha de los compromisos binacionales. Finalmente se realizó el estudio específico de los dos casos, “Beca de la Amistad” y “Estatuto Migratorio Permanente”, los cuales a través de bibliografía, entrevistas y Actas Presidenciales nos evidenciaron los avances y dificultades de los dos compromisos, es importante mencionar que muchos compromisos no han resultado de la manera esperada debido a un sin número de problemas que han salido a la luz con la puesta en marcha de estos compromisos. Los principales inconvenientes en la realización de este trabajo de titulación fueron verificar si los Encuentros Presidenciales han sido trascendentales para la buena aplicación de los dos compromisos sociales, “Beca de la Amistad” y “Estatuto Migratorio Permanente”. Los principales hallazgos de esta investigación son que existen un sin número de dificultades de varias índoles, los cuales dificultan la correcta puesta en marcha de los compromisos entre el Ecuador y el Perú.
