Well-structured public transport is a fundamental element for the functioning of cities, in Quito this goal has not been achieved to date. According to the Mobility Master lan 2009 - 2025 (PMM), the use of public transport decreases by 1.44 percent per year in favor of private transportation that increases in the same proportion. It has one of the lowest rates in the country and the region, 0.25 $, which has led to the sacrifice of elements in the quality of service; for this reason, citizens prefer to look for alternatives such as private transport. Today, in Quito there are approximately 500,000 cars, which makes urban transport collapse during peak hours due to the increase in the number of vehicles that continue to grow. One of the alternatives to Solve the current situation is the construction of the Quito Metro, currently built at 41 percent. A project, consisting of 15 stops that go from El Labrador to Quitumbe, which is considered as a form of population densification in its surroundings. This research seeks to publicize the administrative changes that the public transport system of Quito has had over time, the problems that currently affect it and the measures that are being taken to solve them. Within the conceptual framework the state of the art is presented where different types of research related to the subject have been taken into account: academic, journalistic, studies and reports made by public entities. On the other hand, concepts such as mobility, public transport, private transport, land transport among others will also be discussed. Finally, the research includes a qualitative methodology based on the interview as the main technique for obtaining information. Sources will be considered as public officials of the Mobility Secretariat, Metropolitan Public Transport Company of People, representatives of the cooperatives in charge of providing the bus service, among others.
Un transporte público bien estructurado es un elemento fundamental para el uncionamiento de las ciudades, en Quito este objetivo no se ha alcanzado hasta la fecha. Según el Plan Maestro de Movilidad 2009 – 2025 (PMM), el uso de transporte público disminuye en un 1.44 por ciento al año en favor del transporte privado que aumenta en la misma proporción. Cuenta con una de las tarifas más bajas del país y de la región, 0.25$, lo que ha llevado al sacrificio de elementos en la calidad del servicio; por ello, los ciudadanos prefieren buscar alternativas como el transporte privado. Hoy en día, en Quito hay aproximadamente 500.000 automóviles, lo que hace que el transporte urbano colapse en horas pico debido al aumento del parque automotor que sigue creciendo. Una de las alternativas para dar solución a la situación actual es la construcción del Metro de Quito, al momento construido en un 41 por ciento. Un proyecto, conformado por 15 paradas que van desde El Labrador hasta Quitumbe, que se plantea como una forma de densificación poblacional en sus alrededores. Esta investigación busca dar a conocer los cambios administrativos que el sistema de transporte público de Quito ha tenido a lo largo del tiempo, los problemas que le afectan actualmente y las medidas que se están tomando para darles solución. Dentro del marco conceptual se presenta el estado del arte donde se han tenido en cuenta diferentes tipos de investigaciones relacionadas al tema: académicas, periodísticas, estudios e informes realizados por entidades públicas. Por otra parte, también se tratarán conceptos como movilidad, transporte público, transporte privado, transporte terrestre entre otros. Finalmente, la investigación contempla una metodología cualitativa basada en la entrevista como técnica principal para la obtención de información. Se considerarán fuentes como funcionarios públicos de la Secretaría de Movilidad, Empresa Pública Metropolitana de Transporte de Personas, representantes de las cooperativas encargadas de brindar el servicio de buses, entre otros.
