This research presents a comparison in the form in which two cities (Quito and Medellin) have carried out its international activity. To understand the importance of each of them, they are first described and afterwards the process of internationalization that have each one has experienced is summarized in order to have the data that will allow a comparison between their agendas and institutions created to achieve this process. This paper’s aim is to give relevance to the emergence of cities as international actors through the application of the concept of paradiplomacy. The years analyzed include the period between 2000 and 2014 because during this time, most of the changes produced internally and externally benefited the international actions of the non-central governments. The work shows that even though the two selected cities took different paths to achieve its international insertion, their actions have been limited almost exclusively to tourism and economic aspects. From the data obtained, it is proven that Quito is a city with high potential which should be better exploited. In this context, the process of Medellin could be useful as a reference to propose an agenda for internationalization and a stronger institutionalization to enable the Ecuadorian capital to take advantage of each of the achievements obtained over the years.
Este trabajo de investigación presenta una comparación en la forma en la que dos ciudades (Quito y Medellín) han llevado a cabo su posicionamiento internacional. Para comprender la importancia de cada una de ellas en primer lugar se las describe y posteriormente se realiza un recorrido a través del proceso de internacionalización que han experimentado para al final comparar sus agendas e instituciones creadas para lograr este proceso. El objetivo es darle relevancia a la emergencia de las ciudades como actores internacionales a través de la aplicación del concepto de para diplomacia. La etapa que se analiza incluye los años comprendidos entre 2000 y 2014 al ser el período en el que se produjeron la mayoría de cambios a nivel interno y externo que beneficiaron el accionar internacional de los gobiernos no centrales. El trabajo muestra que las dos urbes seleccionadas tomaron diferentes caminos para lograr su inserción internacional, sin embargo sus acciones han estado casi exclusivamente limitadas a aspectos turísticos y económicos. A partir de los datos obtenidos, se observa que Quito es una urbe con un alto potencial que debería ser mejor aprovechado. En este contexto, el proceso de Medellín podría ser útil como referente para proponer una agenda de internacionalización e institucionalización más fuertes que permitan a la capital de los ecuatorianos usar a su favor cada uno de los logros alcanzados en estos años.
