Description

Venezuelan foreign policy has focused, since the Second World War, on the oil factor. However, Hugo Chávez intensified this policy with the intention of seeking international support and establishing a better cooperation for South America beyond the reach of US hegemony. The present investigation has as its theme the relationship between Venezuela and Central America, but especially with the Caribbean with the bloc of countries that make up CARICOM through the Petrocaribe Energy Cooperation Agreement. It is carried out with the objective of determining the ability of Venezuela to influence these countries through the oil factor, through the creation of a new energy governance system based on oil security. However, in the present work not only the oil geopolitics of Venezuela is taken into account, but it establishes that within the International Relations there are diverse actors that have the capacity to affect the oil market. Therefore, it will be stated that, since the fall in oil prices, Venezuela has not been able to maintain its capacity to influence the Caribbean countries, which can be demonstrated through the votes of these countries in the Organization of American States (OAS) that do not fully support the Bolivarian Republic of Venezuela.
La política exterior venezolana se ha enfocado, a partir de la Segunda Guerra Mundial, en el factor petróleo. No obstante, Hugo Chávez intensificó esta política con la intensión de buscar apoyo internacional y establecer una mejor cooperación para América del Sur fuera de los alcances de la hegemonía estadounidense. La presente investigación tiene como temática la relación entre Venezuela con Centroamérica, pero especialmente con el Caribe con el bloque de países que conforman la CARICOM mediante el Acuerdo de Cooperación Energética Petrocaribe. Se realiza con el objetivo de determinar la capacidad de influencia de Venezuela hacia estos países por medio del factor petróleo, mediante la creación de un nuevo sistema de gobernanza energética basado en la seguridad petrolera. Empero, en el presente trabajo no solo se toma en cuenta la geopolítica petrolera de Venezuela, sino que establece que dentro de las Relaciones Internacionales existen diversos actores que tienen capacidad de afectar el mercado del petróleo. Por lo tanto, se expondrá que, a partir de la caída de los precios del petróleo, Venezuela no logra mantener su capacidad de influencia en los países caribeños, lo cual se puede demostrar mediante las votaciones de estos países en la Organización de Estados Americanos (OEA) que no apoyan en su totalidad a la República Bolivariana de Venezuela.
