Análisis de los recursos financieros por destino y su incidencia en el desarrollo social aplicado en el Ministerio de Desarrollo Urbano y Vivienda (MIDUVI) de la ciudad de Guaranda en el periodo 2017

The present investigation is carried out in the Ministry of Urban Development and Housing (MIDUVI) of the Guaranda Canton with the purpose of determining what is the direction of the financial resources and how they are contributing to the social development of the inhabitants of the locality, due to the scarce existing information regarding the comparative analysis of the expenses that have been generated in the institution, which leads to an ignorance of how the institution is fulfilling the functions for which it was created, such as promoting the social development of the inhabitants of the Canton. The investigation arises with the purpose of determining if the Ministry of Urban Development and Housing is contributing to the social development of the Canton, by analyzing the destination of the financial resources, identifying the sources of income and expenditures, in this way to be able to establish the incidence of the MIDUVI in the social development through the realization of social works of housing construction. The focus of the research is quantitative because the information is collected numerically and makes use of statistics for the interpretation and presentation of the data, it also has a qualitative approach from the presentation of the data since they are represented in graphs with their respective interpretation of the findings, which provides depth to the investigation. Field research was applied from the beginning of the project, since the survey was carried out to the different officials of the institution and to the inhabitants of the Canton, to gather information that reflects the income and expenditures of the financial resources that maintains the MIDUVI for the development of the activities entrusted to contribute to social development. The purpose of the research carried out is to identify if the Ministry of Urban Development and Housing (MIDUVI) is fulfilling the objective for which it was created, that is, if it is contributing to the development of the Canton by promoting or improving the living conditions and the incidence in the social development that it has had based on the execution of its functions. With the present project we were able to determine that the MIDUVI is not contributing to the social development of the Canton, due to the fact that it does not perform a comparative analysis of its income and expenditures of the financial resources, in addition, that its expenses are purely destined to the administrative management of the organization, but not to the realization of social works such as the construction of housing to improve the quality of life of people, which leads to the institution does not fulfill the functions for which it was created, such as promoting social development, constituting an unnecessary expense for the State. La presente investigación es realizada en el Ministerio de Desarrollo Urbano y Vivienda (MIDUVI) del Cantón Guaranda con el propósito de determinar cuál es el direccionamiento de los recursos financieros y como están contribuyendo al desarrollo social de los habitantes de la localidad, debido a la escasa información existente respecto al análisis comparativo de los ingresos y gastos que se han generado en la institución, lo que conlleva a un desconocimiento de como la institución está cumpliendo con las funciones para las cuales fue creada, como es impulsar el desarrollo social de los habitantes del Cantón. La investigación surge con el propósito de determinar si el Ministerio de Desarrollo Urbano y Vivienda está contribuyendo con el desarrollo social del Cantón, mediante el análisis del destino de los recursos financieros, identificando las fuentes de ingresos y egresos, de esta manera poder establecer la incidencia del MIDUVI en el desarrollo social mediante la realización obras sociales de construcción de vivienda. El enfoque de la investigación es cuantitativo debido a que la información se recaba de forma numérica y se hace uso de la estadística para la interpretación y presentación de los datos, también tiene un enfoque cualitativo desde la forma de presentación de los datos puesto que se representan en gráficos con su respectiva interpretación de los hallazgos, lo que proporciona profundidad a la investigación. Se aplicó la investigación de campo desde el inicio del proyecto ya que se llevó a cabo la aplicación de la encuesta a los distintos funcionarios de la institución y a los habitantes del Cantón, para recabar información donde se reflejen los ingresos y egresos de los recursos financieros que mantiene el MIDUVI para el desarrollo de las actividades encomendadas a contribuir con el desarrollo social. La investigación llevada a cabo tiene como propósito identificar si el Ministerio de Desarrollo Urbano y Vivienda (MIDUVI) está cumpliendo con el objetivo para la cual fue creada, es decir, si está contribuyendo al desarrollo del Cantón propiciando o mejorando las condiciones de vida y la incidencia en el desarrollo social que ha tenido en base a la ejecución de sus funciones. Con el presentes proyecto pudimos determinar que el MIDUVI no está contribuyendo al desarrollo social del Cantón, debido a que no realiza un análisis comparativo de sus ingresos y egresos de los recursos financieros, además, que sus gastos están netamente destinados a la gestión administrativa de la organización, mas no a la realización de obras sociales como la construcción de viviendas para mejorar la calidad de vida de las personas, lo que conlleva a que la institución no cumpla con las funciones para la cual fue creada, como es impulsar el desarrollo social, constituyéndose en un gasto innecesario para el Estado.
