All management has as a fundamental objective to apply and comply with the different administrative processes, related to planning, organization and control, in order to guarantee a better result using the existing resources in a company and greater profitability and efficiency. Implementing an administrative management model implies the use of technological tools that guarantee a better quality of service. Currently, the management of drinking water supply of the community of Carbón Chinipamba, Guaranda canton does not present an organizational structure, its Administrative Board is made up of the people of the community and does not have a management model that guarantees a quality service that income to support and maintain the local drinking water supply systems. Based on this, this field research was carried out in order to establish administrative needs in the same community of Coal Chinipamba, using the inductive-deductive method as a research method. To obtain the information, a survey was applied to the users of the drinking water service and the members of the Administrative Board were interviewed, after analyzing the data provided, it was determined that 64% of the respondents indicate that the current Board Administrator does not execute a performance control of the personnel and the quality of the service provided, which shows the absence of a management control system, determining the need to design as a proposal a management model for the Administrative Board of drinking water where Specify the organization, the roles of each member and their responsibilities. Toda gestión tiene como objetivo fundamental aplicar y cumplir con los diferentes procesos administrativos, relacionados con la planificación, organización y control, en busca de garantizar un mejor resultado utilizando los recursos existentes en una empresa y una mayor rentabilidad y eficiencia. Implementar un modelo de gestión administrativa implica el uso de herramientas tecnológicas que garanticen una mejor calidad de servicio. En la actualidad la gestión de suministro de agua potable de la comunidad de Carbón Chinipamba, cantón Guaranda no presenta una estructura organizacional, su Junta Administradora está conformada por las personas de la comunidad y no cuentan con un modelo de gestión que garantice un servicio de calidad que ingresos para sustentar y mantener los sistemas de suministros de agua potable de la localidad. En base a esto se realizó la presente investigación de campo con el fin de establecer en la misma comunidad de Carbón Chinipamba las necesidades administrativas, utilizando como método investigativo el inductivo-deductivo. Para la obtención de la información se aplicó una encuesta a los usuarios del servicio de agua potable y se entrevistó a los integrantes de la Junta Administrativa, posterior al análisis de los datos suministrados se determinó que el 64% de los encuestados indican que la actual Junta Administradora no ejecuta un control de desempeño del personal y de la calidad del servicio prestado, lo que muestra la inexistencia de un sistema de control de gestión, determinando la necesidad de diseñar como propuesta un modelo de gestión para la Junta Administradora de agua potable donde se especifique la organización, los roles de cada uno de los miembros y sus responsabilidades.
