La planeación, el diseño y la construcción de hospitales en zonas de riesgo ofrecen múltiples desafíos a los diferentes profesionales involucrados, debido a la importancia que tienen dichas construcciones en la vida usual de una ciudad y, en mayor medida, a la que adquieren en caso de que sea necesario atender las víctimas de un desastre. Dada esta relevancia de los hospitales para la recuperación de una comunidad afectada, por ejemplo en caso de un terremoto fuerte, puede decirse que en su diseño deben considerarse con cuidado múltiples aspectos, que van desde la planeación del mismo para casos de atención de desastres, hasta la instalación de equipos y elementos no estructurales diversos, además de los requisitos de diseño arquitectónico, resistencia y seguridad estructural. A pesar de lo anterior, múltiples hospitales han sufrido daños graves o han llegado al colapso funcional o estructural como consecuencia de desastres, en particular en el caso de sismos intensos, privando a las comunidades respectivas de una adecuada atención a las víctimas. En este contexto se ve la necesidad de organizar las normas existentes para el diseño y construcción de hospitales, dándoles una orientación tendiente a mitigar desastres, ofreciendo una serie de posibilidades que conlleven a promover cambios en la infraestructura hospitalaria, desde el nacimiento de la idea hasta la realización y puesta en marcha de la edificación. Este trabajo desde la perspectiva de los estudiantes de la Escuela de Administración para Desastres y Gestión del Riesgo pretende aportar con criterios para mejorar la infraestructura física de las casas prestadoras de atención en salud; así también propone recomendaciones orientadas a ofrecer soluciones de mitigación de riesgo, con el fin de aportar con el desarrollo adecuado y hacer menos vulnerable a la población. El presente trabajo en una primera parte presentara una descripción de Guaranda y, del Hospital del IESS HUMBERTO DEL POZO S“. En una segunda parte se realiza un diagnóstico de la situación de vulnerabilidad del Hospital, para luego de un levantamiento de información presentar las vulnerabilidades funcionales que presenta dicha casa de salud. Se describe algunos casos ocurridos, el tipo de daños y las pérdidas en general que se han causado por terremotos en hospitales en los últimos años. Se analizan los aspectos de mitigación de riesgos en los hospitales. Se tratan los problemas de vulnerabilidad funcional que pueden llevar al colapso, el servicio hospitalario después de un evento intenso, el daño potencial de instalaciones, equipos y elementos no estructurales. Orienta acerca de la importancia de reducir la vulnerabilidad existente También se presenta una propuesta de contingencia el mismo que podrá ser aplicada por el personal de la casa de salud y se deberá aprovechar la presencia de la Escuela de Gestión del Riesgo para que con la participación de los estudiantes y Profesores se implemente, capacite y se ponga a prueba dicho plan. Este documento es el resultado del esfuerzo de estudiantes, profesores, profesionales de la casa de salud del IESS en Guaranda gracias a la apertura que nos supieron dar todos y cada uno de las personas que laboran en esta institución. Pretende ser lo suficientemente sencillo y completo para que cualquier profesional de la salud pueda comprender la problemática de la vulnerabilidad hospitalaria ante las amenazas naturales y la manera como ésta puede reducirse.
Planning, design and construction of hospitals in areas poses numerous challenges for the different professionals involved, due to the importance of such constructions in the usual life of a city and to a greater extent, they acquire in the event it is necessary to address the disaster victims. Given the importance of hospitals for the recovery of an affected community, for example in case of an earthquake, it can be said that the design must be carefully considered many aspects, ranging from planning the same for cases of disaster relief, to the installation of equipment and various non-structural addition to the requirements of architectural design, structural resistance and safety elements. Despite this, many hospitals have been severely damaged or even functional or structural collapse as a result of disasters, particularly in the case of strong earthquakes, depriving their respective communities of adequate care for victims. In this context is the need to organize existing standards for the design and construction of hospitals, orienting them towards the mitigation of disasters, offering a number of possibilities that encourage changes in hospital infrastructure, from the birth of the idea to the completion and commissioning of the building. This work from the perspective of students of the School of Management and Disaster Risk Management aims to provide criteria to improve the physical infrastructure of providers of health care homes; and also it proposes recommendations aimed at providing solutions to mitigate risk, in order to contribute to the proper development and make it less vulnerable to the population. This paper presented in the first part a description of Guaranda and IESS Hospital HUMBERTO WELL S ". In the second part a diagnosis of the vulnerability of the Hospital is made, then a collection of information present vulnerabilities having such functional nursing home. Some cases occurred, the type of damage and loss in general have been caused by earthquakes in hospitals in recent years is described. Aspects of risk mitigation in hospitals are discussed. It aims to be sufficiently simple and complete so that any health professional can understand the problems of hospital vulnerability to natural hazards and how it can be reduced.
