The present work is framed to propose and apply a Management Audit to the processes related to the administration of Human Talent, in the Autonomous Decentralized Rural Parish Government of Santa Fe, Guaranda Canton, Bolivar Province, 2018 period. It is based on criteria based on a research theory with specific guidelines that help us to know more about the management audit and its importance, in the same way it is known what the specific guidelines are within the administration of human talent, and All this based on the criteria of the different authors taken into account in this research. A preliminary identification and analysis of the institution in which we will work is carried out, in the same way the different criteria and contributions by the staff working in said institution are taken into consideration, based on this a planning is carried out in which will fully comply with each and every audit process, in order to obtain quality work. Work papers were elaborated and the findings that help us to carry out the Management Audit report to the processes related to the administration of Human Talent are described, in the Autonomous Decentralized Rural Parish Government of Santa Fe, Guaranda Canton , Bolívar province, 2018 period, based on the results obtained and finally the conclusions and recommendations of the scope of the research work are determined, An audit report is presented based on the formats established by the government entity (Comptroller General of the State), which is framed by the continuous improvement of the Audited Institution
El presente trabajo está enmarcado a proponer y aplicar una Auditoría de Gestión a los Procesos relacionados con la Administración del Talento Humano, en el Gobierno Autónomo Descentralizado parroquial Rural de Santa Fe, cantón Guaranda, provincia Bolívar, período 2018. Está fundamentada en criterios a base de una investigación teoría con lineamientos específicos que nos ayudan a conocer más acerca de la Auditoría de gestión y su importancia, de la misma manera se da a conocer cuáles son los lineamientos específicos dentro de la administración del talento humano, y todo ello en base a los criterios de los diferentes autores tomados en cuenta dentro de esta investigación. Se realiza una identificación y análisis preliminar de la institución en la que trabajaremos, de la misma manera se toma en consideración los diferentes criterios y aportes por parte del personal que labora en dicha institución, en base a ello se realiza una planificación en la que se cumplirá a cabalidad todos y cada uno de los procesos de Auditoría, con la finalidad de obtener un trabajo de calidad. Se elaboró papeles de trabajo y se describen en base a ellos los hallazgos que nos ayudan a la realización del informe de Auditoría de Gestión a los procesos relacionados con la Administración del Talento Humano, en el Gobierno Autónomo Descentralizado parroquial Rural de Santa Fe, cantón Guaranda, provincia Bolívar, período 2018, en base a los resultados obtenidos y finalmente se determinan las conclusiones y recomendaciones del alcance de la realización de trabajo de investigación. Se presenta un informe de auditoría tomando como base a los formatos establecidos por la entidad gubernamental (Contraloría General del Estado), el mismo que está enmarcado a la mejora continua de la Institución Auditada.
