Description

The environment in the international world is given by different factors, some positive and some negative which is why it is necessary to take action to solve problems in a given time, so this paper focuses on a negative aspect involving about thirty States, many of whom have a presence of long wars and that is why the use of child soldiers is something recurrent. The analysis is structured based on the review of all that have mandate international instruments on the issue and whether or not sufficient and effective to solve the problem, consequently I took into consideration the International Committee of the Red Cross the United Nations and UNICEF, with the goal of expanding across the international landscape on children directly involved in the fighting. To achieve a significant depth, the method I used is comparative historical, and for that is taken in consideration Latin America in the XX century, where many of the States lived with the presence of guerrillas and dictatorships, in which children were significant portion of the recruits to fighting, and otherwise analyze what actually does keep kids fighting, such as civil wars in Africa, terrorism and others. Finally, through the data and results obtained are evidence that the theory adjusted to the case is appropriate, based mainly on realism of international relations.
El ambiente en el mundo internacional está dado por diversos factores, unos positivos y otros negativos en los cuales es necesario emprender medidas que resuelvan los problemas en un tiempo determinado; por lo tanto el presente trabajo se enfoca en un aspecto negativo que involucra a alrededor de treinta países, muchos de los cuales tienen presencia de largas guerras y es por esto que el uso de los niños soldados es algo recurrente. El análisis está estructurado en base a la revisión de todo lo que han emitido los instrumentos internacionales en cuanto al tema y si han sido o no suficientes y eficaces para resolver el problema; por lo que he tomado en consideración al Comité Internacional de la Cruz Roja, las Naciones Unidas y UNICEF; con el objetivo de expandir todo el panorama internacional sobre los niños involucrados directamente en los combates. Para lograr una profundidad importante, el método que he utilizado es histórico comparado, ya que tomo en consideración a Latino América del siglo XX, cuando muchos de los Estados vivieron con la presencia de guerrillas y dictaduras, en los cuales los niños eran porción importante de los reclutados para los combates, y por otro lado analizo lo que actualmente hace que los niños sigan combatiendo, como las guerras civiles en África, el terrorismo entre otros. Finalmente, a través de los datos y resultados obtenidos, se evidencia que la teoría ajustada al caso es la apropiada, basada principalmente en el realismo de relaciones internacionales.
