El poder del discurso la influencia del Presidente Rafael Correa en las relaciones bilaterales entre Estados Unidos y Ecuador

The text that follows tends to respond to question: Does the discourse of the President of Ecuador Rafael Correa, has any effect in the five different cases that will be presented towards the United States? The five situations that will be stated are: 1) that the USAID will be leaving the country soon, 2) the statement of persona non grata of the ambassador Heather Hodges, 3) the speech on NAFTA and the actions that were taken around ATPDEA, 4) the relations between Iran and Ecuador, 5) and finally the case of Julian Assange who has political asylum at the Ecuador’s Embassy in London. These cases will help us understand what is the actual level of influence that speech has over government actions, which affect the relations with the United States. We will use the constructivist theory about the effects of non-material factors over material factors. Then, we will analyze the trade balance between Ecuador and United States between 2009 and early 2014, through an annual study we will be able to discover if it has been affected by the President’s discourse ante the actions that follow it. Imports and exports will be examined separately for a better understanding of the balance deficit. Finally, the results of the study will be offered through answering the investigation question, by doing this we will obtain the actual influence of discourse in foreign policy relations.
El presente documento pretende responder a la interrogante sobre si el discurso que ha mantenido el Presidente Rafael Correa ha tenido impacto en cinco diferentes casos en relación a los Estados Unidos de Norte América. Estos son: la próxima salida del país de la USAID (United States Agency for International Development), la declaración como persona non grata a la embajadora de Estados Unidos en Ecuador Heather Hodges, el discurso sobre el TLC y las acciones tomadas en torno al ATPDEA, las relaciones entre el Ecuador e Irán, y finalmente el caso de Julian Assange quien tiene asilo político en la embajada del Ecuador en Londres - Gran Bretaña. Estos casos nos ayudarán a comprender el nivel de influencia que tiene el discurso sobre las acciones que toma el gobierno que afectan las relaciones con Estados Unidos. Para esto se usará la teoría del constructivismo sobre los efectos de los factores no materiales sobre los factores materiales. Luego se analizará la balanza comercial desde el 2009 hasta principios del 2014, por medio de un estudio anual se descubrirá si la balanza comercial se ha visto afectada por el discurso del Presidente y las acciones derivadas del mismo. Se analizarán separadamente las importaciones y las exportaciones para comprender el déficit de la balanza. Finalmente, se presentarán los resultados del estudio respondiendo la pregunta de investigación, encontrando de esta manera cuál es el nivel de influencia del discurso sobre las relaciones de política exterior entre ambos países.
