Description

Indigenous peoples and nationalities have traditionally been subjects of high degrees of dimension of racism and exclusion of participation in political decisions that are directly related with their cultural identity. The current uninational State has implemented public policies to "homogenize" and "civilize" them, norms that have eradicated and unstructured existing socio-cultural diversity in the country. This paper aims to raise plurinational State to guarantee and protect freedom and intercultural and create an atmosphere of equality in cultural ethnic diversity. To make reality the expositions of the present work is necessary to deconstruct dogmatic theories under which was founded the uninacional State. For which, it is vital to critical comparative analysis with the reality of indigenous peoples and nationalities based in the indigenous cosmovision. The analysis is complemented by the efforts that have resulted in the journey of vindication of indigenous rights denied forever. The homogenizing theories and exclusive cultural diversity indicates the urgency of refounding a plurinational State. Which it is not only seeks to capture in the documents but looking democratically to transform public institutions of the State and society in its set.
Tradicionalmente los pueblos y nacionalidad indígenas han sido víctimas altos grados de dimensión de racismo y exclusión de la participación activa en las decisiones políticas que tienen directa relación con su identidad cultural. El Estado uninacional actual ha implementado políticas públicas para “homogenizar” y “civilizarlos”, normas que han erradicado y desestructurado la diversidad socio cultural existente en el país. El presente trabajo tiene el propósito de plantear un Estado plurinacional que garantice y proteja la libertad y la interculturalidad y cree un ambiente de igualdad en diversidad étnica cultural. Para hacer realidad los planteamientos del presente trabajo es necesario desestructurar teorías dogmáticas bajo las cuales fue fundado el Estado uninacional. Para lo cual, es esencial el análisis crítico comparado con la realidad de los pueblos y nacionalidades indígenas basado en la cosmovisión indígena. El análisis es complementado con los esfuerzos que se han concretado en el trayecto de reivindicación de los derechos negados a los indígenas desde siempre. Las teorías homogenizadoras y excluyentes a la diversidad cultural muestran la urgencia de refundar un Estado plurinacional. La cual no solo busca hacer plasmar en los documentos sino busca transformar democráticamente a las instituciones públicas del Estado y a la sociedad en su conjunto.
