El Sistema Integrado de Seguridad (SIS ECU911) es la encargada de coordinar la seguridad ciudadana en Ecuador permitiendo que las instituciones encargadas directamente en la ejecución como policía, fuerzas armadas entre otros cumplan sus obligaciones de manera más eficiente. Nace desde la disposición constitucional del Plan Nacional de Seguridad Integral, y en 2012 empieza sus actividades como institución coordinadora de la seguridad ciudadana. La motivación principal para poder realizar esta investigación es para poder analizar los datos que se generan en sus actividades, para poder darles un sentido más significativo y poder realizar un aporte a la institución y por ende a la ciudadanía. A través del análisis de la información con el fin de poder crear un valor sustentable y altamente útil con el fin de crear empoderamiento ciudadano. Considerándose como elementos que han guiado la presente investigación las publicaciones obtenidas a través del Banco Interamericano de Desarrollo (BID), las Naciones Unidas (ONU) y la Organización Mundial de la Salud (OMS) en diferentes localidades del mundo. Por esta razón propusimos un modelo que ayude a buscar soluciones creativas y que estas soluciones estuvieran íntimamente relacionadas con la colectividad teniendo como principal actor la confianza que se manifiesta por parte de la ciudadanía hacia las instituciones de seguridad. Mostrando la solución propuesta vista desde un enfoque integrador, en el cual, dentro de las diferentes dimensiones consideradas, como el institucional, el tecnológico y la ciudadanía.
The Integrated Security System (SIS ECU911) is responsible for coordinating citizen security in Ecuador, allowing the institutions directly responsible for execution such as police, armed forces and others to fulfill their obligations more efficiently. It was born from the constitutional provision of the National Comprehensive Security Plan, and in 2012 it began its activities as a coordinating institution for citizen security. The main motivation to carry out this research is to be able to analyze the data generated in their activities, in order to give them a more meaningful meaning and to make a contribution to the institution and therefore to the citizenship. Through the analysis of information in order to create a sustainable and highly useful value in order to create citizen empowerment. Considering as elements that have guided the present investigation the publications obtained through the Inter-American Development Bank (IDB), the United Nations (UN) and the World Health Organization (WHO) in different localities of the world. For this reason we proposed a model that helps to find creative solutions and that these solutions were closely related to the community, having as main actor the trust that is manifested by the citizens towards the security institutions. Showing the proposed solution seen from an integrative approach, in which, within the different dimensions considered, such as institutional, technological and citizenship.
