Siendo que los objetivos del GAD Municipal, son de mucha importancia para la Ciudadanía, como es son la dotación de servicios básicos, la entrega de obra pública para el desarrollo del Cantón, etc. Es de vital importancia ser eficiente en la distribución de los recursos públicos. Lamentablemente en el GAD Municipal, en el día a día se presentan eventos y hechos que impiden o dificultan el cumplimiento de los objetivos y por consiguiente la Ciudadanía es la que pierde al no recibir obras o servicios que realmente necesita. Por esta razón es que se realiza este trabajo de investigación, que es diseñar plan de mitigación de riesgos que permita identificar y mitigar los riesgos que se presentan en la institución, para que la Máxima Autoridad, los Funcionarios y Servidores Públicos de la Institución, tomen los correctivos de manera inmediata, puedan cumplir con los objetivos institucionales y doten de servicios y obras que la Ciudadanía que realmente necesita.
