La gestión presupuestaria y la inversión en sectores vulnerables del GAD Parroquial Pilahuín

El presente proyecto se desarrolla en el Gobierno Autónomo Descentralizado Parroquial Pilahuín, sus barrios y comunidades, investigando la gestión presupuestaria del mismo y cómo se lleva a cabo las inversiones en los diferente sectores vulnerables de la Parroquia, para lo que se utilizó investigación de Campo y documental para obtener la información verás a ser analizada. Las fuentes de información y muestra de la investigación fueron los miembros del Gobierno Autónomo Descentralizado Parroquial Pilahuín, los presidentes barriales y líderes de las diferentes comunidades, se procedió a visitar las zonas que según las encuestas muestran abandono por parte de las autoridades del Gobierno Autónomo Descentralizado, verificando así las carencias de los habitantes. Muchos de los resultados nos dieron pautas para poder generar un plan acorde a las necesidades de los habitantes de la Parroquial Pilahuín, ya que hay sectores que no están siendo atendidos. Tenemos así factores a considerar al momento de la elaboración del presupuesto participativo para poder cubrirlas necesidades de la población, ya que al no definir los sectores con vulnerabilidad hace que la administración realice la toma decisiones de forma empírica en cuanto a las diferentes inversiones en obras que beneficien a los mismos, por lo que se plantea un plan de acción con las principales necesidades de los habitantes.
This project is developed in the DAG Parish Pilahuín, researching the budgetary management of it and how it is carried investments outing different vulnerable sectors of the parish, for it, field and documentary research was used to get true information to analyze. The sources of information and research population were members of GAD Parish Pilahuín, the neighborhood presidents and leaders of different communities were visited areas based on surveys show unimportance by GAD, verifying the needs of the population. Many of the results gave us guidelines to make a plan according to the needs of the people of the Parish Pilahuín, as there are sectors which are not being addressed. So we have factors to consider when preparing the participatory budget to meet the needs of the population, since not define sectors vulnerability causes management to make the decisions empirically decision as to the different investments in works that benefit them, so an action plan with the main needs of the people arises.
