Propuesta de reforma a la Ley del Deporte en lo referente a los límites del deporte formativo y de alto rendimiento.

La Ley de Deportes Educación Física y Recreación surge como respuesta a los diversos vacíos que mantenía la anterior “Ley de Cultura Física y Recreación” del 2.005, la misma que estaba adaptada a la realidad deportiva nacional de ese entonces, sin embargo, a pesar de las nuevas mejoras que se implementaron en la nueva Ley de Deportes Educación Física y Recreación, aún existen vacíos legales que deben ser resueltos como el Deporte Formativo y de Alto Rendimiento, en donde debe tipificarse sus inicios y sus límites. El deporte, la recreación y la educación física tienen sus garantías dentro de la constitución y la Ley, pero para lograr su correcta aplicación se necesita de una política efectiva sustentada en el manejo adecuado en tanto administrativo como técnico de los niveles y proceso deportivos, de manera especial del deporte formativo y de alto rendimiento. Por lo tanto, se requiere dentro de la ley, aparte de cumplir con las disposiciones legales, que se tipifique las normas que se apeguen a la nueva realidad y a un verdadero proceso técnico y sistemático la lograr el objetivo de la normativa deportiva, la misma que invita a motivar el deporte con miras a competencias olímpicas.
The Law of Sports, Physical Education and Recreation arises as a response to the various gaps that the previous "Law of Physical Culture and Recreation" of 2005 maintained, the same one that was adapted to the national sports reality of that time, however, despite the new improvements that were implemented in the new Law on Sports, Physical Education and Recreation, there are still legal gaps that must be resolved, such as Training and High-Performance Sports, where its beginnings and limits must be typified. Sports, recreation and physical education have their guarantees within the constitution and the Law, but to achieve their correct application, an effective policy is needed based on the adequate administrative and technical management of sports levels and processes, special way of training and high-performance sport. Therefore, it is required within the law, apart from complying with the legal provisions, that the norms that adhere to the new reality and a true technical and systematic process be typified to achieve the objective of the sports regulations, the same that invites to motivate sport with a view to Olympic competitions.
